Educational standards

Federal Law No. 145-FZ provides for the implementation of additional pre-professional general education programs in the field of arts in children's music and art schools. The main goal of these programs is to familiarize children with art, develop their creative abilities and acquire initial professional skills. The main tasks of additional pre-professional general education programs in the field of arts are the formation of literate young people interested in communicating with art, as well as identifying gifted children and preparing them for a possible continuation of their education in the field of art in secondary and higher educational institutions of the corresponding profile.

Federal Law No. 145-FZ was developed and adopted in order to preserve and develop education in the field of culture and art, to ensure the right of citizens to education and aesthetic education, as well as in pursuance of paragraph 3 of the Action Plan for the implementation of the Concept for the development of education in the field of culture and art in Of the Russian Federation for 2008-2015, approved by the order of the Government of the Russian Federation dated August 25, 2008 No. 1244-r. This federal law takes into account the main provisions and tasks of the Concept, which notes that the highest achievements of Russian culture were achieved thanks to the unique system of lifelong education in the field of art that emerged in the twentieth century, which is based on children's music schools and art schools.

Federal Law No. 145-FZ provides:
- implementation of additional pre-professional general education programs in the field of arts in children's music schools and children's art schools in accordance with the federal state requirements established for them;
- issuing to graduates of children's art schools a document of the established form on the completion of training;
- the powers of the state authorities of the constituent entities of the Russian Federation to finance additional pre-professional general education programs in the field of arts implemented in municipal children's music and art schools.
Educational programs in the field of arts are focused on:
- education and development of students' personal qualities that allow them to respect and accept the spiritual and cultural values of different nations;
- the formation of students' aesthetic views, moral attitudes and the need for communication with spiritual values;
- the formation of the ability of students to independently perceive and evaluate cultural values;
- raising children in a creative atmosphere, an atmosphere of benevolence, emotional and moral responsiveness, as well as professional exactingness;
- the formation of a complex of knowledge, skills and abilities in gifted children, allowing them to further master the basic professional educational programs in the field of the corresponding type of art;
- the development of students' personal qualities that contribute to the development in accordance with the program requirements of educational information, the acquisition of skills in creative activity; the ability to plan your homework; exercising independent control over their educational activities; the ability to give an objective assessment of your work; the formation of skills of interaction with teachers and students in the educational process, respectful attitude to other opinions and artistic and aesthetic views; understanding the reasons for the success / failure of their own educational activities; determining the most effective ways to achieve the result;
- identification of gifted children in the field of the relevant art form at an early age and preparation of gifted children for admission to educational institutions that implement basic professional educational programs in the field of the relevant art form.
The high quality of education, its accessibility, openness, attractiveness for students, their parents (legal representatives) and the whole society, spiritual and moral development, aesthetic education and artistic formation of the individual is ensured by creating a comfortable, developing educational environment in an educational institution, including:
- organizing the creative activities of students by holding creative events (competitions, festivals, master classes, Olympiads, concerts, creative evenings, exhibitions, theatrical performances, etc.);
- organization of visits by students to institutions and cultural organizations (philharmonic societies, exhibition halls, theaters, museums, etc.);
- organization of creative, cultural and educational activities in conjunction with other educational institutions, including secondary vocational and higher vocational education, implementing basic professional educational programs in the field of the relevant art form;
- the use in the educational process of educational technologies based on the best achievements of national education in the field of arts, as well as the current level of its development;
- effective independent work of students with the support of teachers and parents (legal representatives) of students;
- building the content of an educational program in the field of arts, taking into account the individual development of children, as well as certain socio-cultural characteristics of the subject of the Russian Federation;
- effective management of an educational institution.
The activity of educational creative teams is regulated by local regulations of the educational institution and is carried out both within the school time and outside it (for example, during vacation time).
